Constitution "Membership shall include officials of Veterans Organizations and their Auxiliaries, the Armed Forces (including members of reserve and retired components), the Indianapolis Chamber of Commerce, Indianapolis newspapers, the Indianapolis Public Schools, civic organizations, elected public officials, the Veterans Administration, the Indiana Department of Veterans Affairs and other distinquished citizens elected to the Council."
